Start a Flour Mill Business in Pakistan, Step by Step
You have the capital and no mill yet. Here is the work involved, what you can budget today, and who builds it. The man who answers your message is the engineer who built the mills.
Pakistan only, 50 TPD and up. We build mills inside Pakistan at industrial scale. Home and shop-scale machines are not what we build.
What does it take to start
a flour mill in Pakistan?
Six steps, in this order: decide the capacity, budget by parts, start the power connection, design, build, and train your staff. Machinery is the quick part. Land, civil works and the electricity connection set the timeline.
1. Decide the capacity
Pick a target in TPD, tonnes of wheat milled per 24 hours. Everything else is sized from it: bodies, cleaning section, building, load.
2. Budget by parts
Machinery, motors and electricals, land and civil works, the power connection, and working capital for wheat stock and wages.
3. Start the power connection
Apply at project start. A B3 connection and transformer take months, longer than the machines.
4. Design
Flow sheet, machine list, building drawings, load list and a written cost estimate.
5. Build
Civil works run while the machines are fabricated. Fabrication starts from 10 days.
6. Train and start up
Installation, trial runs, then your staff learn on the running mill until flour is in the bag.
The first consultation is free and takes four questions: capacity, budget, site, timeline. Bring your numbers. If they do not work, we say so before you spend anything.
Capacity & Budget
Prices reviewed monthly
What you can budget
today.
These are the starting prices we publish. Each figure is the "from" price for that machine, and the final quote depends on rolls, capacity and specification. Motors are quoted separately.
Sizing rule of thumb: 700 kg/h per roller body, so an 8-body line handles about 6 t/h. Land and civil works are quoted per site, so no honest engineer gives you one flat total for the whole mill. The full list sits on the machinery price list, and the whole-mill cost structure is on the turnkey flour mill project page.
| Machine | Capacity | Price |
|---|---|---|
| SH-RM40 roller mill body, bare | 700 kg/h per body | from PKR 10 lac |
| SH-RM40, Pakistani rolls | 700 kg/h per body | from PKR 16 lac |
| SH-RM40, imported rolls | 700 kg/h per body | from PKR 25 lac |
| Plansifter PS-6 | 4 t/h | from PKR 18 lac |
| Plansifter PS-8 | 5 t/h | from PKR 21 lac |
| Wheat washer WW-12 | 12 t/h | from PKR 25 lac |
| Scourer SC-12 | 12 t/h | from PKR 8 lac |
Power
Apply early
The step new owners
leave too late.
Buyers often leave the connection until the machines arrive, and then a finished mill sits idle waiting for power. Planning figures: a mill of about 100 TPD draws roughly 400 kW on a B2 connection. About 160 TPD draws roughly 630 kW and needs B3 at 11 kV. About 250 TPD draws roughly 1000 kW, which means B3 with a dedicated transformer.
The final load list is produced at design stage. Read what power connection a flour mill needs, B2 or B3 before you fix your motor sizes. On our turnkey projects we begin the paperwork with you at contract signing.
| Mill scale (24-h basis) | Approx. load | Connection |
|---|---|---|
| ~100 TPD | ~400 kW | B2 (up to 500 kW, 400 V) |
| ~160 TPD | ~630 kW | B3 (above 500 kW, 11 kV) |
| ~250 TPD | ~1000 kW | B3, 11 kV, dedicated transformer |
Who Builds It
A workshop, not a trading company
Why buy from
a workshop.
Shabbir Hussain has spent 40 years in flour mills and built seven from the ground up: Burhan (Gujrat), Feroz (Taxila), Sadiq (Sialkot), Gharibsons and Paramount (Karachi), Wahab and Al Harmain (Sundar, Lahore). Their owners are our references. The first was Burhan Flour Mills in Gujrat, in 2003, and the full list is on the about page.
The roller mills are made in our own Gujrat workshop. The rest of the plant is sourced through the family's vetted suppliers and warranted by us, so you deal with one party either way. On extraction, the figure we stand behind is up to 78–80% extraction achieved at client mills on Punjab wheat.
We don't disappear.
- 12-month warranty: parts and on-site servicing, all machines.
- Spares and roll re-fluting, quoted on request, for any make of roll.
- One contract and one responsible party for the whole mill.

Quick Answers
Starting a mill, answered.
What budget do I need to start a flour mill business?
The cost comes in parts: machinery, motors and electricals, land and civil works, the power connection and working capital. The machinery is the part you can budget today, with roller mill bodies from PKR 10 lac, a plansifter from PKR 18 lac, a wheat washer from PKR 25 lac and a scourer from PKR 8 lac. The rest depends on your site and is quoted per site.
Is a flour mill business profitable in Pakistan?
Flour is a staple with year-round demand, so the question is whether your engineering lets you sell at a margin. Three numbers decide it: extraction, power cost per bag, and uptime. Bring your numbers and we will tell you honestly whether they work.
What capacity should I start with?
That depends on your budget, your site and your wheat supply, so we do not hand out a number before the consultation. We build mills of 50 TPD and up. As a sizing rule, 700 kg/h per roller body means an 8-body line handles about 6 t/h. Send your target TPD on WhatsApp and we size the line.
Do I need milling experience?
Staff training on the running mill is part of a turnkey project, and we stay until flour is in the bag and the numbers are right. The first consultation is free, so you can test your plan before you commit.
How long does it take to start a flour mill?
Machinery fabrication starts from 10 days, confirmed at order against workshop load, and it runs in parallel with your civil works. The power connection is usually the longest wait. On a whole-mill contract the full timeline is set at signing, with milestones.
Can I start a mill if I live abroad?
Turnkey mills are built inside Pakistan. We speak English and Urdu, and the English WhatsApp line is on the contact page. Factory visits are by appointment.
